Make a difference as An ASSISTANT CITY MANAGER The Assistant City Manager at the City of Johnson City plays a pivotal role in the effective administration of city operations, supporting the City Manager in daily governmental functions. This position involves overseeing essential departments, including Public Works and Water and Sewer Services, ensuring efficient operations across various city divisions. Duties include conducting independent research, developing policy recommendations, and guiding department directors to foster collaboration and innovation within the organization. The Assistant City Manager will directly engage with local, state, and federal officials to address challenges and spearhead projects that enhance community services. Adapting to the needs of the city, this role encompasses preparing budgets, maintaining public property inventory, and implementing new systems to improve administrative efficiency. With the authority to act on behalf of the City Manager when needed, the Assistant City Manager is integral to advancing Johnson City's vision and operational goals. Requirements for this ASSISTANT CITY MANAGER job To excel as the Assistant City Manager for the City of Johnson City, candidates must possess a comprehensive understanding of public administration principles and practices. Documented experience working in local government operations as an Assistant City Manager or City Manager preferred with a strong understanding of public works operations, including construction, engineering, maintenance, water treatment, water systems, wastewater treatment, stormwater collection systems, solid waste collection, and facility management. A thorough knowledge of research techniques and modern office management is essential, alongside familiarity with municipal budget preparation. Strong analytical skills are vital for interpreting and reporting research findings, while organizational abilities are necessary to coordinate and oversee the work of various teams effectively. Effective communication is key, enabling the establishment and maintenance of positive relationships with staff, municipal officials, and the community. Applicants should hold a degree from a recognized institution—preferably a Master’s in Public Administration—and have extensive experience in research or public administration, especially within local government. Essential Functions of Position: oversees the activities of the Public Works and Water Sewer Departments to include streets, solid waste, and traffic. Will be heavily involved with oversight for Capital and Engineering based projects. Will supervise additional departments based upon skill set match and organizational needs. assists the City Manager in administrative duties, conducts independent research, and makes recommendations on complex administrative projects and problems; makes studies of major operation problems and prepares recommendations for solutions; coordinates administrative services and guides department/division directors; facilitates communication and cooperation between departments; interprets organizational policies for department heads; encourages innovative and productive improvements throughout the organization; informs legislative representatives regarding the viewpoints of the City on relevant issues; coordinates the installation of new systems, procedures, and methods of operations; prepares and revises general administrative manuals and reviews specialized manuals; prepares various reports; assists department heads in effecting improvements in overall administration; prepares written material for the dissemination of information regarding administrative policies and practices; meets with representatives of local, state and federal agencies in carrying out assigned tasks; prepares departmental budgets; maintains inventory of city owned property and coordinates the sell and purchase of real property; performs related tasks as required.
